The Justice Department said on Tuesday it would pay $138.7 million to resolve 139 claims by young women, including many top female gymnasts, of abuse by the former U.S.A. Gymnastics doctor Lawrence G. Nassar. The far-reaching settlement, which had been expected, stems from the failure of Federal Bureau of Investigation officials to promptly investigate credible claims that Mr. Nassar had sexually assaulted more than 150 women and girls under the guise of examinations and treatment. It likely marks the end of a yearslong effort by the gymnasts — including the Olympic gold medalists Simone Biles, McKayla Maroney and Aly Raisman — to achieve a measure of justice and public recognition that the institutions entrusted to protect young female athletes failed to protect them. While lawyers for the young women hailed the settlement, they cast the government’s monetary compensation for its early reluctance to fully investigate Mr. Nassar as a case of too little, too late.

Setting a down payment goalBefore you can set a down payment goal, you first need to figure out how much you'll need for a lender to approve you for a mortgage. Determining the size of down payment neededThe minimum size of your down payment will depend on the loan program you use. Exploring down payment assistance programsDown payment assistance programs can help cover part or all of your down payment. But if you can save up a down payment of at least 20% of the home's purchase price, you'll avoid paying PMI (private mortgage insurance), which can reduce your monthly payment. To save for a down payment, create (and stick to) a budget, reduce unnecessary expenses, increase your income through side jobs, automate your savings, and explore down payment assistance programs.

The Food and Drug Administration has greenlit a new medicine to protect some of the people most at risk from Covid. The agency granted emergency use authorization for Pemgarda, a monoclonal antibody infusion, in immunocompromised people ages 12 and older. The drug is intended to protect against Covid for people who are not likely to mount an adequate immune response after vaccination. This includes those who have received stem cell or organ transplants and cancer patients taking medications that suppress the immune system. But, he said, it’s a vital group to protect: the people who most feel left behind at this stage in the pandemic.

While the Commerce Ministry meeting did not reveal much new progress on the 24 measures to support foreign business that were announced last summer, attendees said they were able to share specific challenges about doing business in China. The ministry said representatives from more than 60 foreign businesses and 9 associations attended Wednesday's roundtable. Foreign direct investment into China has fallen to its lowest level in three years, according to official data, amid geopolitical tensions and slowing growth in the country. Hart said that it's hard for companies not yet in China to complete due diligence and approve new investments. Biden, who faces re-election this fall, has emphasized the need to compete with China while finding areas of cooperation.

Aly Song | ReutersBEIJING — More U.S. companies are finding it harder to make money in China than before the pandemic, raising concerns that businesses may not stay long. "It is concerning when our member companies are not profitable," Michael Hart, AmCham China president, told reporters Thursday. It found that by far, the main reason for respondents to increase investment in China was to remain competitive there. Asked Thursday about those efforts, AmCham China Chair Sean Stein noted the measures incorporate suggestions from foreign business chambers in China, but AmCham would like Beijing "to make more tangible progress." Rising U.S.-China tensions were the top concern for members for a fourth-straight year, the AmCham survey found.

The move was widely seen as an improvement for foreign businesses, but no official policy has yet followed. When asked Friday for an update on data rules, Wang only said the "primary ministry is stepping up efforts to release them." But now, the short-form video pioneer is changing course and pushing users to make and consume longer videos. “I think TikTok is now [thinking], ‘We need to show [advertisers] that we can keep people staying on one video longer,’” Stein said. Consumers are also more likely to sit through a pre-roll ad for a video longer than one-minute than a video that’s nearly the same length as the ad itself. The company also says it recommends longer videos the same way it does shorter ones, based on user preferences rather than video length.
